The 1982 winter rains (June - September) failed over the south-eastern Australia resulting in a severe drought. Meanwhile, with the release of the Costigan Report, the full details of the activities of the Ship Painters' and Dockers' Union and the "bottom of the harbor" tax avoidance schemes was being revealed.
