Encumbent and recumbent Labor Prime Minister Bob Hawke and Government spending.

The Drover's Dog is a reference to an earlier comment by Bill Hayden who the Labor Party dumped in February 1983 in favour of Bob Hawke. It was the last days of the Fraser government, Hayden's farewell comment as he lost opposition leadership was that even a Drover's Dog could lead Labor to victory.
