The global community has pledged $16 billion in aid to Afghanistan as NATO troops leave the country by 2012. Australia is to contribute $1 billion of that aid. Meanwhile the number of asylum seekers to seek asylum by boat has surged. Great tragedy has occurred because of the unreliable boats used by the people-smuggling trade.
