Australian Defence Strategy Green Paper.

A Defence Green Paper is released which, while recommending an overall increase in budget, also recommends cuts for greater efficiency and tighter controls on spending after cost over-runs in projects such as the Collins-class submarine project. At least $130 million will have to be found to overcome noise and other problems with the craft.
