The bright side...

The Teaching Profession was included in the industrial unrest of the time as people struggled with cost of living, fewer jobs and rising unemployment during the economic downturn. The impact would be felt by the young, especially on school leavers.

The State of Victoria was led by Premier Joan Kirner, herself a great advocate for excellence and provision of public schools.

PS. She famously did NOT own a polka dot dress.
