In 1991 Victorian Premier Joan Kirner was faced with inflation and increasing government costs. Ways were sought to achieve savings. Victoria's Transport Minister Peter Spyker was seeking to cut back the cost of politicians' transport as the budget became tighter. He had also asked Professor Bill Russell to explore public transport alternatives for the East Doncaster area. None of his public transport recommendations were instituted despite lengthy investigations and public input.
