The Swanston Street Walk.

With car sales plummeting due to the general economic downturn, the Victorian State Government, under Premier Joan Kirner, and the City of Melbourne, under Lord Mayor Richard Wynne, commit to closing Swanston Street to traffic between Flinders and LaTrobe Streets, giving priority to pedestrians and public transport.

The first stage of the project, known as the Swanston Street Walk Business Plan, was completed in in October 1992. While the traffic management of Swanston St has been tweaked around the edges since then, the "Walk" area is still largely as was first intended. The car industry survived as well!
