Melbourne and Victoria's Public Transport System had been neglected by successive governments of all parties. At this time the encumbent Labor Government saw fit to spend money on the Public Service car fleet in a car oriented solution to a problem for Public Servants.

The public train, tram and bus travellers could only observe.
