Looking for a winner!

The unions and public alike struggled to obtain regular and reliable train services. Victorian Labor Government Transport Minister Steve Crabb had introduced new system of scratch cards in order to save money through provision of fewer staff and outlets for tickets. Card purchasers were required to scratch the date and time of their train/ tram trip in lottery 'scratchie' style.

It was later described as 'The Great Scratch Ticket Debacle' and as the quality of service continued to decline the cartoonist suggested that perhaps the tickets had another purpose...
