In the winter of 1988 Labor Premier of Victoria John Cain and the traveling public face a strike as the consequences of Transport Union demands of 5.5% rise in wages.

The Hawke Federal Government had recently updated and replaced the CAA Act of 1904 with the Industrial Relations Act of 1988, the passing of which had bi-partisan agreement in the Parliament.
