Famous for his particular brand of verbal communication Joh Bjelke-Petersen was at this time preparing to challenge all comers about his leadership then in its 19th year. He particularly would make oral submissions on cabinet items. This resulted in his cabinet ministers not having time to research or to consider their decisions.
