The Labor Party Federal Conference was being held in Hobart. Fringe Benefits Tax had just been introduced and petrol cost 51.9 cents a litre - considered expensive at the time. The fuel problems of the average motorist were further compounded by a shortage of fuel due to a transport workers' strike.
