Making ends meet.

Victorian nurses were suffering from restricted pay and conditions as Government was loath to make changes. Without a no-strike clause in place New South Wales nurses had withdrawn their labour and made some changes. Victorian nurses had the clause still in place. The public was beginning to realize that something needed to be done to improve matters for the nursing fraternity.
