At odds!

On 15th February, 1983 incumbent Liberal Prime Minister Malcolm Fraser delivered his policy speech. Bob Hawke had become Leader of the Opposition Labor Party twenty minutes after Malcolm Fraser called the election on February 3rd, 1983. Australia's severe drought and severe water restrictions had dictated that householders with even numbers alternate with householders who had odd numbers in the restricted use of water for gardens.
