An empty threat.

Prime Minister Malcolm Fraser was confident that there was no threat to his position from Queensland Premier Jo Bjelke Peterson's stated intention to compete with him as leader in the coming 1980 Federal election. Meanwhile Labor leader Bill Hayden must have been aware of the rising popularity of Bob Hawke who had yet to take a seat.
