Defence or defensive?

The Federal election was eventually to be held on 18th October, 1980. Faced with a large Budget deficit Liberal Prime Minister Malcolm Fraser and Treasurer John Howard were faced with the dilemmas of the problems of growing inflation for families and the need also to increase the Defence Budget.
