A certain opinion!

Gallup polls reflected the unpopularity of the Liberal Fraser government's treatment of Medibank and Medibank private issues. Costs for public health care had escalated. Treasurer Phillip Lynch had just brought down the August Budget. The next day, October 1st, the passage of the Medibank Private Bill and the introduction of the choice between private health or a two and a half percent levy on income began a slow recovery of public confidence.
