Politics?

The Twenty-first Olympic Games were held in Montreal, Quebec, Canada in the summer of 1976. Twenty eight countries including Egypt, Ethiopia, Kenya, Tanzania and Zambia boycotted the games due to the participation of New Zealand whose national rugby team (The All Blacks) continued to play Ruby Union with South Africa. Due to its apartheid policies South Africa had been banned from Olympics participation since 1964. Neither the Republic of China or The Peoples Republic of China attended because of issues over each other's legitimacy.
