Dr Jim Cairns had been appointed Federal Treasurer by Labor Prime Minister Gough Whitlam in December, 1974. In this role he had international responsibilities for the nations's economy.

Jim Cairns had been a leader and stern advocate of Anti Vietnam War campaigns in Australia.
