USA Secretary of State Henry Kissinger and President Nixon were working towards a detente to relax tensions between USSR and the West. Nixon also initiated an unprecedented visit to China in 1972. An historic summit was held in 1972 also between Nixon and Soviet General Secretary Leonid Breshnev. Now there was to be a second summit later in 1974 - arms control was a key factor - and now there was China to consider as well.
