An unwieldy political forum...

Premier of the State of Victoria Sir Henry Bolte along with Robert Askin, NSW were considered to be 'boss' premiers.

Earlier, in May, the Bolte Government had found guilty of a breach of parliamentary privilege two members of the press: Douglas Wilkie, international foreign affairs writer, and Harry Gordon then editor of 'The Sun News Pictorial (the Victorian Government apologised for this 10 years later). Next Henry Bolte was to refer to the MMBW as an "unwieldy political forum" and threaten to abolish it. Now in November, without control of the Upper House in Victoria, Sir Henry was finding things difficult in the lower house - the Legislative Assembly.
