The Great Train Robber mastermind Ronald Biggs had disappeared from Britain and in Victoria, Australia, so had Melbourne's Public Train Transport.

Under the Liberal Premier of Victoria Sir Henry Bolte the 1969 Melbourne Transportation Plan report had recommended the Underground City Loop (finally completed in the ten years 1971 - 1981) and was more a road and freeway plan than one for public transport with 86% of expenditure devoted to roads.
