There were fears that the defence allocation was insufficient and badly spent as the increase in Australia's involvement in the Vietnam War became apparent. Opposition to growth in defence funds for purely military purposes was coming from The RSL (Returned Servicemen's League), who felt that not enough emphasis was been given to what's now referred to as a "hearts and mind" campaign.
