Being sure to celebrate.

A continuing military government with many different leaders had been in charge in South Vietnam and democratic rights had been eroded. After a conference in early 1966 attended by United States President Lyndon B Johnson and Air Vice-Marshall Ngugen Cao Ky encouragement was given to Ky to take over as President of South Vietnam. Contrary to American expectations he deferred elections but they were later held in 1967 when Ky became Vice President.
