The question of censorship was huge in the civilian mind at this time as the public authority sought to arbitrate and control the reading of adult Australians. The inspiration of this cartoon being the book "The Group" by Mary McCarthy, banned as an offense to public morals in the state of Victoria by the Victorian Chief Secretary, Sir Arthur Rylah.

No Hook but Jeff and the two babies plus the tin of rhubarb were his signature symbols in 'The Mercury' contributions at this time. Note that he and the babies are inside the room.
