Like previous Australian governments, Labor Prime Minister Julia Gilliard and her government have long pondered the question of how to process growing numbers of refugee asylum seekers
who have attempted to or have travelled by boat to Australia.
These asylum seekers are victims of often violent dislocation and are also victims of the vile people smuggler trade.
Unlike the vast majority of asylum seekers who enter Australia by air, they travel in mostly unseaworthy boats on perilous journeys with
often tragic consequences.
