The Berlin Mandate.

Berlin 1995, it was agreed by OECD countries and others including the US and Australia that the attendant countries had different responsibilities for controlling their individual greenhouse emissions. 'The Berlin Mandate' formed the basis for what later became the Kyoto Protocol.
