Victorian Premier Joan Kirner had to cope with financial problems of Government debt. The introduction of poker machines to Victoria was seen as being one of the solutions to the predicament. Meanwhile Liberal Leader Jeff Kennett was pressing opposition claims on behalf of the electorate.
