Opportunities...

A series of inter-governmental meetings had started in 1990 which eventually led to the formation of the Council of Australian Governments (COAG). It was a reform introduced by Bob Hawke to give State and Federal Governments a forum in which to communicate and try to work through problems together. Job losses and problems with the tax system were key issues at the time.
