The price of petrol had soared to 70 cents a litre. <p> At the same time, Premier of Victoria, Joan Kirner, was dealing with the latest wages accord - Mark 6. Accords were agreements between the ACTU and the ALP set up to co-ordinate the process of wage decentralisation and to co-ordinate wage determination and bargaining within the frameworks that were established.
