In attempting to reign in expenditure and deal with revenue issues facing the Victorian State Government, Premier Joan Kirner also found herself at odds with many of the internal factions making up the Labor Party. A number of the issues related to this became more obvious over the course of the ALP State Labor Conference, 1991.
