Dealing with fare cheats.

In 1990 the Victorian Government attempted to introduce a "scratch ticket" system to replace the earlier ticket system. The system was partly designed to reduce staffing levels, including the elimination of tram conductors, and was highly unpopular with the traveling public, as well as the public transport unions.

While staff levels and the tram conductors were eventually cut, the scratch ticket system was eventually abandoned.
