Perhaps a more subtle approach!

The Politburo had been the supreme policy making body for the USSR. The system changed in July, 1990 when supreme control of the Communist Party ceased. An enlarged body had banned the Communist Party in Russia by 1991.

Mikhail Gorbachev led the change to eventually dismantle the USSR.
