In October 1989 John Elliott was Federal Liberal Party President (1987 - 1990) and the Liberal Party was in opposition. Deputy Leader, John Howard had been replaced as Leader of the Parliamentary Party by Andrew Peacock in May, 1989 and by October the party was experiencing a lot of argument over policy direction.
