Transport workers were reacting to the vandalism and purported brake problems on the Comeng (Commonwealth Engineering) trains used for Melbourne City Rail transport.

The Tangaras (T sets) with their distinctive sloping design, formed the third generation of electric rolling stock on Melbourne's CityRail suburban network. Introduced between 1988 - 1994 they replaced the last of the red rattlers' that had operated for many decades
