In December, 1988, an interim report was presented by Justice James Henry Muirhead, the Commissioner of the Royal Commission into Aboriginal Deaths in Custody (RCIADIC). The Commission was commenced in 1987 and completed in 1991. Prime Minister Bob Hawke had earlier raised the question of reaching a Treaty with Indigeneous peoples at the Barunga Festival earlier in 1988.
