Rhetoric and reality.

Opposition Liberal Leader John Howard strongly opposed a 'treaty' with Australian Indigenous Peoples arguing that 'it is absurd that a nation make a treaty with its own citizens'. Labor Prime Minister Bob Hawke had made a proposal to finalize a treaty by 1990 while visiting Burunga in the Northern Territory. Aborigines responded by a summary their objectives in the 'Burunga Proposal.
