On reflection...

At this stage early in the year a $5.00 arrival tax had been introduced to defray administration costs such as at airports. All year there was discussion about whether the tax cost more to administrate than to collect. Means of financial support for Australia's Indigenous was also under discussion as well as talk of a Treaty.
