A row was brewing over the Hawke Labor Government's proposal to introduce the Australia Card - a National ID card. The proposal was eventually rejected a second time by the Australian Senate where the Opposition parties lead by Liberal leader, John Howard, and National Party leader, Ian Sinclair, held the majority. When this happened Prime Minister Bob Hawke and his Labor Government had the constitutional right to call an election on the ID card legislation and to call a joint sitting of parliament where it would have had the majority.
