In 1986 after world wide condemnation and sanctions and boycotts were imposed,pass laws were scrapped. At the time Nelson Mandela and Walter Sisulu were in prison. State President P.W. Bothe announced in February that his government might be prepared to end the 23 years of imprisonment endured by Mandela.
