The moral high ground!

Prime minister Bob Hawke and Treasurer Paul Keating had held a tax summit and promised tax reforms as part of the platform during a second election. Keating wanted to introduce a GST and other economic reforms. A cabinet about-face denied him this opportuntity due to perceived effects on the Labor Government's popularity.
