Australian Labor Prime Minister Bob Hawke with his Centre Left Foreign Minister Bill Hayden succeeded in defeating Left factions of the party to achieve the policy of recognition of Indonesian control over East Timor.

In what was later described by one commentator, Richard Leaver, as "a latter day imitation of the 'shuttle-diplomacy' practised by Neville Chamberlain at Munich" Hayden flew to Jakarta with the news of the about-face.
