The cartoon marks the arrival of A21-103 and A21-104 which were flown inside a USAF C-5 Galaxy from St. Louis, Missouri " in a knocked down state for Australian Assembly" and which arrived at Avalon Victoria on 6 June, 1984. The first aircraft was rolled out at Avalon by GAF on 16th November, 1984. Further deliveries of the F18 Hornet were to arrive on 29th October, 1984.

The 'Defence of Australia' doctrine was introduced for the Hawke Government by its main architect Professor Paul Dibb and introduced by Defence Minister Kim Beazley. The doctrine encouraged self reliance of the three branches of the Australian Defence Forces but was seen by some as having decreased capability as a possible outcome.
