Labor party John Cain became Premier of Victoria in April, 1982. He had been ably supported by William Landeryou against previous leader Frank Wilkes. Further changes perceived as necessary for strong government were made when Landeryou became Minister for Industrial Affairs and Minister for Labor and Industry in December.
