Nothing but hot air.

With the State of Victoria having to meet the first $7 million of drought disaster relief (and this was in 1982 monetary terms) Victorian farmers felt that their needs were being ignored by the Federal Government lead by Liberal Prime Minister Malcolm Fraser.
