found manners wanting amongst the Australian population.

harbour' schemes. Liberal Treasurer John Howard, and Prime Minister Malcolm
Fraser in the Taxation (Unpaid
Company Tax) Assessment Act 1982 was trying to introduce
retrospective fines. Democrat Senator Don Chipp thought that the
purpose was for the best reasons, but was strongly against introducing
retrospective laws.
