A policy gap?

In the lead up to the 1977 Melbourne Cup another contest was also taking place as the Australian Federal election of 10th December, 1977 was set. With six weeks to go to election date the Labor opposition, led by Gough Whitlam with shadow treasurer Bill Hayden, was having trouble articulating where it stood on economic policy, considered to be a key issue at the time.
