Among attendees at CHOGM were Australian Labor Prime Minister Gough Whitlam and his British counterpart British Labour Party Prime Minister Harold Wilson. They were being criticised at home for the management of their reponsibilities. Both men were having trouble with their countries' economies and were faced with the need for loans. Wilson was trying to organise a large loan from the IMF (International Monetary Fund) and Whitlam's government were trying to source at least $200 million which was a large amount at the time.

Together with Whitlam Minister for Mining and Energy, Rex Connor, Treasurer Jim Cairns, Minister for Labour Clyde Cameron and Attorney general Lionel Murphy gave approval to search for overseas loans. The Khemlani Affair was the result.
