The lines of communication...

Labor Prime Minister Gough Whitlam needed to make moves to giving attention to Australia's Indigenous People. In 1972 the Department of Aboriginal Affairs had been established in response to the 1967 referendum. At this stage also the Postmaster General's Department was in trouble because of a van drivers' strike. Would the public have to resort to time honoured traditional forms of communication?
