Difficulty being heard?

As a result of a strike by oil industry maintenance workers it was decided at the Federal Liberal Cabinet meeting on July 26th, 1972 that three cabinet ministers would go to ACTU Headquarters in Melbourne where at a subsequent meeting the difficulties were indeed solved. At the table from left to right: Phillip Lynch, David Fairbairn, William McMahon (ears only), Nigel Bowen, Andrew Peacock, Billy Snedden.

Prime Minister McMahon had refused to talk about Land Rights for Aboriginals and the Aboriginal Tent Embassy outside Parliament House had been forcibly dismantled earlier in the month and then rebuilt and torn down again on the 24th of July.
